Santiago Barcon

He is an electrical engineer from the Universidad Iberoamericana with a specialty in power systems. He also completed a master's degree in administration at the ITESM Campus Mexico City.


He was the founder of Inelap. He is a Senior Member of the IEEE and a member of CIGRE. He was Vice President of CANAME, the National Chamber of Electrical Manufacturing, and former president and founding partner of AMENEER, the Mexican Association of Energy Efficiency Companies.


In 2018, he was appointed Member of the Reliability Committee that oversees the Grid Code in the Energy Regulatory Commission. He was Director of the Board of Directors at INEEL, Mexican Institute of Electricity and Clean Energies.


In 2020 he was named a Member of the Mexican Academy of Energy. He is co-author of the book: "Power Quality: Power Factor and Harmonic Filtering" published by McGraw-Hill. He takes various courses and seminars on energy issues and business management with a high level of engineering www.institutoeh.com. He collaborates as a columnist for Energía Hoy www.energiahoy.com.


In Baorgg he carries out advanced studies of electrical systems that include those concerning the Grid Code for both Generators and Load Centers. He is the founder of PQBarcon www.pqbarcon.com specialized manufacturer of harmonic compensation and filtering equipment.

Ramon Delgadillo

Graduated from the Autonomous University of Guadalajara in Electrical Mechanical Engineering. Dedicated since then to offering engineering, construction and maintenance services for medium and low voltage electrical systems. 32 years of experience in design, installation and maintenance of industrial electrical power systems.


Currently General Director of the company Doble I Doble E SA de CV and Engineering Manager at the company AB Powers LLC, in El Paso Tx. USA


He is a Senior Member of the IEEE member and certified as a Power Quality Engineer by the AEE (Association of Energy Engineers), Level 1 Certified Thermographer by the Infraspection Institute and training agent by the STPS.

david romero

He is an Industrial Physical Engineer graduated from the ITESM Campus Monterrey where he also completed his Master's Degree in Computer Science. He completed his MBA at the Thunderbird School of Global Management.


It is accredited as Certified Power Quality by The Association of Energy Engineers. He participates in various associations such as AMIESAC, IEEE and NFPA.


During his professional career he has worked in the academic and industrial areas. His areas of expertise include Information and Communication Technologies, Electrical Power Systems, Quality and Energy Savings.


Currently, he is Director of the Electrical Studies Division at Baorgg and manages projects related to the Grid Code as well as specialized studies in Electrical Power Systems. It also collaborates with other group companies in business development and training courses.



He is co-author of articles related to the Analysis of Electrical Systems, and Real-Time Technology for Energy Systems Management. He has been a Postgraduate Thesis advisor and has given presentations in forums such as Colleges of Engineers, Congresses and Universities.

Miguel Estrada

He is an industrial engineer in instrumentation and process control from the Industrial Technical Teaching Center of Guadalajara, Jal., Diploma in Energy Law from the Free School of Law of Mexico City in 2018. In-company Management Training Program at the IPADE Mexico City in 2018.


Consultant on Information Technology and Communications applied to power substations.


He worked at CFE Transmission from 1989 to 2019 holding various positions, among which are:



    Control Department Head. Responsible for implementing and maintaining SCADA systems in the Transmission network. Modernization and Commissioning Assistant Manager. Being responsible for the modernization, expansion and commissioning of power substations in the Northwest region (Sonora and Sinaloa). Northeast Transmission Manager. Responsible for the transmission of energy and maintenance of the network in the states of Nuevo León, Coahuila and North of Tamaulipas. Coordinator of Protections, Communications and Control. Responsible for the modernization, maintenance and projects of these specialties of CFE Transmission, at the national level.


During his period at CFE, he carried out various projects, including:

Follow-up on the construction and commissioning of transmission lines and power substations at 230 and 400 kV.


    Energy saving project in the Northwest Region Automation of transfer of feeders in power substations Project to improve the execution of payroll of electrical equipment of the Transmission Network Implementation of supervisory control systems in the Transmission Network.


He is currently part of the team as a specialist in ICT (Information and Communication Technologies applied to the electricity sector).

Miguel Garcia

Electrical engineer with a master's degree in Electrical Power Systems, graduated from the National Autonomous University of Mexico.


Specialist in reactive compensation systems and harmonic filtering in medium and high voltage systems.


For 15 years he worked at the Arteche company as head of power quality projects worldwide, managing to supply the first compensation systems to wind farms in North America and comply with the requirements of the Grid Code.


From 2014 to date, he has worked as a consultant for engineering projects to comply with the Grid Code in generation plants and load centers.


It has the experience of carrying out the design, manufacturing and commissioning activities of approx. 2,000 MVAR in the electricity sector of various countries.


Participant in working groups for the development and review of national standards and specifications for equipment related to Power Quality.



He has provided training courses and participation in forums related to issues of power quality and compliance with the Grid Code.
